Proposal to prevent dispute between Labour and Capital.

1921

In view of the many cases of dispute between labour

and capital every day, the Canton Government has realized

that the affairs of workmen and merchants will go from bad

to worse, if regulations are not made to control them. There-

fore at the 3rd Meeting of the Provincial Council held some

time ago, it was resolved that the Peasants and workmen's DIE

Bureau should be instructed to draw up and submit for con-

sideration some regulations for the control of disputes between labour and capital. Commission chan of the Bureau has drawn up some regulations, and submitted them to the council

on the 27th instant for approval. We now publish the regula- tions. They are as follows:-

A. Regulations for merchants:-

(1) On the occasion of a strike in any shop or factory, the

masters can be allowed to work therein, but they shall not take in any other workmen to manufacture any goods or

assist them in their work or in conduct of their business.

(Ixplanation A strike is a legitimate method of securing

improved conditions for workers. If the masters are

allowed to take in other workmen during any strike, the strike will fail. Therefore in order to ensure unanimity

on the part of the Union and the success of the strike the government should make this regulation.

(2)

When any factory or firm is closed (for any reason), the workmen shall be given 1 month's notice and a half-month's

extra wages.

If it is closed without notice and arbitrar-

ily, two months' extra pay shall be paid.

(Explanation) The workmen out of work cannot get food,

and very few of them have adequate savings, and therefore

masters
